SC7: Planning for Constructability – Collaboration of Owner, Designer, and Constructor in Delivering the Tank Hill Overhead

Successful delivery of projects generally includes design that has considered both the final product and constructability. The Tank Hill project, located in the Thompson-Nicola region of the BC Interior, was delivered through an Alliance contract delivery model where the Owner, Designer, and Constructor worked together to deliver a long-term solution to a site that had been subject to catastrophic failure during the November 2021 atmospheric river event and previous large-scale failures. The purpose of this short course is to use the Tank Hill project as a case study to consider the decision-making for design and construction throughout the project lifecycle, from planning and option selection through detailed design and construction. A well-designed project will allow for efficient progress on construction and well-suited techniques, resulting in cost and time savings. Early constructor, fabricator, owner, and interested parties' involvement, as well as open collaborations and communications, allow for improved successful project solutions. This approach allows for designs to include considerations for local conditions, use of local fabricators, components that may be transported, and on-site constructability concerns to be addressed. Such considerations create a solution that is easier to construct, resulting in overall cost savings and reduce risk of cost overruns and delays. The Tank Hill site has many constraints and challenges, making it an interesting case study in project decision-making to develop a design that provides both a long-term resilient structure and has a high degree of constructability. Considerations included maintaining Hwy 1 and CPKC Railway traffic, a narrow area to construct due to the steep rock bluff above and steep slopes below the highway to the Thompson River, the rock bluff had high rockfall hazard potential, there is highly variable depth to bedrock, and there is considerable scour potential at the site.
